Current carbon emissions can be measured per capita by country. In 2021 the USA was responsible for tonnes per capita, the UK and Europe for Pakistan for tonne and South Sudan for tonnes. However if you take historic emissions into account, the responsibility of the global north is even more evident. The UK is a tiny country but is responsible for of historic greenhouse gas emissions.
